VLS-T - Long Stay Visa -Tourist

I have been living in France for last three years on a VLS-T  (Long Stay Visa -tourist)  renewing it each year from France. I get a new carte de séjour each time good for a year. Does that count towards 5 years permanently residing in France?

Are you renewing the long stay visa or carte de sejour? Aren't they different?

Yes. After 5 years of carte de sejours you can apply for the 10 year residency card.

The Préfectures are asking for applicants for the Carte de Résident to show five years’ worth of Avis d’Impôts. Sometimes, even after five years residency, not everybody has five of these French tax statements. Obviously, the very fact that you can provide a Visa with a start date plus your Visa validation form to prove your official residency start date in France, should be enough. But nine times out of 10 that evidence is not accepted as the beginning of your five years.


Remember, that the granting of a CDR is a privilege and not a right.


My advice is to get a tax number and start declaring as soon as possible after arrival, even if it’s a part year and even if the tax office or your accountant says you can’t or shouldn’t. You can.

Have you been to the OFII office and system? When I started coming to France, it was easy; I just came and went. But the EU rules and controls forced me to get a Visa, and I only wanted six months, but it was not possible. There was only VLS but no VLS-T. And I found out I was emigrating. And after three years, I was offered a two-year card. Then, a ten-year card. Do you have to go to the OFII office each year? If yes, ask them. You may not if you have not seen them or gone through the OFII system. Give me more information about what you have done. And who you have contracted. Plus, your Department?

can you please tell me the issuance of the mentioned card was fast and which prefecture you submit your request thank you

Mine took one year plus. That is what the Prefecture of Toulouse said when I had my first appointment. France has agreements with some places and some US states as part of international agreements. But the part of the French Government that does the work does not want to let unqualified people on the roads of France. They would instead go through the schools like real French People. So, it is not a high priority. You file with your local Prefecture, and when they approve that your application is correctly filled out, it is sent to Nantes and gets in line. They will email you when they start on your paperwork and email any questions they have. I expect they will contact the US State to ensure your driver's license is genuine. They did ask me for certified and translated proof of my driving record. I got one from Florida and had it translated by a French Certified Translator.

Which you can find on the Internet. France emailed me a temporary Permis De Conduire. It is not straightforward, but it does avoid the expensive driving school and just as much paperwork. Good luck it is a interesting lesson in Goverment. Be careful and respectful and it will work  Â
