Release and transfer

Hello,I need some advice, I worked for the company 1 and half year,they told me business is not doing well so they will terminate my contract, they terminated and I signed,after that they stopped paying my house allowance saying since they terminated me it's a rule in kuwait so they won't pay for the room any more ,they paid my salary only, I finished 3 months notice but I stayed with them 2 months more while looking for a job,now I find a job they say I must write resignation letter, otherwise they will not give me release and I won't be able to transfer to new employer, what can I do ,your response will be highly appreciated.

i need some clarification:

you said they told you they are terminating you because business is not doing so well. in this case, they have to pay you 3 months salary, without you working. when they told you about this termination, was there no documentation? no letter? email?

now, you stayed with them for an extra 2 months. now you want to transfer your residency to another employer, and they are asking you to write resignation letter? weren't you already relieved of duty?
